Excerpt: “Article 2, section 1, establishes a fuels tax surcharge. The surcharge provides for payment of debt service for the bonding provisions in this article. The amount of the surcharge is expected to approximately cover the amount needed to repay trunk highway bonds. The surcharge is set at 0.5˘ from August 1, 2008, to June 30, 2009. The rate changes to 2.1˘ per gallon for fiscal year 2010, 2.5˘ per gallon for fiscal year 2011, and 3.0˘ for fiscal year 2012. The surcharge will be 3.5˘ per gallon for fiscal years 2013 through 2039 or a calculated amount if the 3.5˘ per gallon exceeds the amount necessary for debt service.”
